BOARD MEETING
APRIL 25, 2022
MEMBERS PRESENT: Ed Anady(President), Deb Ritchie (Treasurer), and Tammy Foster (Secretary)
1. New ARC members selected (Ed) – The board voted on nominated ARC members. Rob Foster, Lynn Winter, and Leslie Wood. Approved.
2. Review Annual Meeting Minutes for any action items (Ed) – We discussed the issue of hoop greenhouses as a follow-up to the HOA meeting. The motion from the HOA meeting was to turn the decision on allowing hoop greenhouses with Polyethylene covers over to the ARC for a decision. The board discussed and will not make recommendations at this point. Ed will communicate to the ARC to make the decision and inform the board.
3. Dues Payment (Deb)- All dues have been paid in full. We discussed the late fee policy but agreed that it does not make sense to enforce this at this time, as there has not been much of an issue with timely payments. Deb also explained that any late fees collected would not be considered exempt income and would require us to pay taxes on the reported income.
4. Access to Bank Account (Deb) – Deb provided the access information to the US Bank account. Ed successfully logged into the account. It was realized that Sheila Reese is a signer on the account and the debit cardholder. Since she is no longer on the board, we will start the process of removing Sheila from the account and add Tammy Foster as a second signer. Deb will contact the bank to see if Sheila needs to be present at the bank for removal. If so, we will arrange a time when Sheila returns from vacation to meet at the bank to do this.
5. Maintain Membership List (Tammy) – Deb states that this list already exists and will forward it to Tammy to update and maintain.
6. ORS 94.670 Membership List? (Tammy)- 94.670 Association duty to keep documents and records; deposit of assessments; payment of association expenses; review of financial statement by certified public accountant; examination of records by owner
7. Insurance requirements (Ed) – Deb provided a statement from Country Insurance. She explained that to get the rate that we are receiving, we pay membership dues to the Oregon Farm Bureau. Tammy will create an online account so that we access the policy electronically, as a copy of the policy was not immediately available.
8. Next Meeting (Ed) – The board did not schedule the next meeting. It was decided that we would schedule on an as-needed basis at this point.
9. Disc Golf Course (Ed) – The discussion was centered on whether or not we needed rules for the disc golf course regarding boundaries and staying on trails. At this time, we believe that homeowners using the course will respect nature while playing. We can revisit if we notice any issues.
